Navy SeaPort-e

SeaPort-e is the Navy’s electronic platform for acquiring support services in 22 functional areas including Engineering, Financial Management & Program Management. The Navy Systems Commands (NAVSEA, NAVAIR, SPAWAR, NAVFAC, and NAVSUP), the Office of Naval Research, the United States Marine Corp, and the Defense Threat Reduction Agency (DTRA) compete their service requirements amongst 1800+ SeaPort-e IDIQ multiple award contract holders. The SeaPort-e portal provides a standardized, efficient means of soliciting offers from amongst the diverse population of large and small businesses and their approved team members. All task orders are completely solicited, awarded and managed using the SeaPort-e platform. Since nearly 85% of its contract-holders are small businesses, the SeaPort-e approach to acquiring services provides opportunity that fuels the Nation’s engine of job growth.

Capabilities & Expertise
Evolver Inc

Engineering Support: Evolver currently provides the engineering support and technical management necessary to execute enterprise-level systems design and implementation. Our subject matter experts (SMEs) currently support operations for the current 2010 Decennial Census, including systems engineering; monitoring; troubleshooting; analysis for operational improvements; and end-user support. For the Census DRIS contract, Evolver also provides comprehensive hardware, software, and firmware engineering support services. Our contract scope includes standing up three (3) Data Centers and one (1) Network Operations Center to support mission attainment.
Evolver currently provides comprehensive Microsoft Exchange and server support across our customer’s enterprise. Additionally, Evolver is responsible for all engineering support associated within the messaging functional area.

Modeling: For the decennial census, Evolver developed and delivered advanced models to assist the bureau’s data collection efforts. Evolver employed an Average Outgoing Quality Limit (AOQL) methodology to ensure overall high accuracy of data. The Evolver developed model generates sampling plans that are optimal with respect to achieving the required overall accuracy at the lowest cost. The sampling plan generated by this model is used to control the processing within census data capture and ensures that the overall accuracy requirements are satisfied. In order to ensure that no error biases for any demographic group exists in the captured data, various post-capture analyses are performed using sophisticated statistical tools, including association analysis; control charting; and business intelligence.

Prototyping: Evolver resources are responsible for the prototyping, development and delivery of cradle-to-grave case management systems and associated storage capabilities. Robust functionality included within this offering includes data collection; data processing; data exporting; document review and hosting; and data recovery support.

Software: Evolver currently provides software development services in support of our case management systems. Functionality required within this comprehensive suite includes efficient electronic discovery workflow and project management; electronic planning frameworks; archiving support; vendor management; housing of corporate policies, staffing, roles and responsibilities; information systems security; and records management.

CM Support: In support of the 2010 Census, Evolver provides hands-on administration of the AIX Unix environment, including configuration management and support for systems using local, SAN, and external-based storage. We are also responsible for the configuration management associated with the Windows environment. Our staff provides the coordination and execution of systems software upgrades and other maintenance to critical systems, while simultaneously partnering with the customer to minimize service and operational impacts.

Program Support: Evolver has cradle-to-grave responsibility for standing up and deploying all the hardware and software in support of the Decennial Response Integrated System (DRIS) engagement. This includes total program management responsibilities for our portion of this work and requires the generation and distribution of daily reports, program metrics, as well as updates on production issue resolution.

SilverRhino
Engineering Support: SilverRhino is providing CSC with Tier III engineering activities in the form of subject matter expertise in support of TSA’s efforts to develop, implement, and maintain port security; capability to enable access controls to limit unknown/unauthorized devices or users from accessing TSA resources; mitigation of Day-zero attacks and the expansion of the capability to monitor, analyze and respond to identified vulnerabilities and IT events; provide oversight and operational security support on a 24x7x365 basis.

Software: SilverRhino successfully created and currently is executing a vulnerability identification, mitigation, and reporting process for General Dynamics in support of the United States Citizenship and Immigration Services (USCIS) CISO that includes vulnerability tracking, analysis, and reporting to the CISO for the Enterprise Security Vulnerability Management (VM) Program. We developed, implemented, and maintained a vulnerability management tool to streamline the vulnerability management process for USCIS and was not included the statement of work. The tool imports the vulnerability data, filters out false positives, and generates system vulnerability reports for each USCIS ISSO. The reports are used by the vulnerability management team to track and report month status to USCIS OIT security.

Information System (IS) Development, Information Assurance, and Information Technology (IT) Support: SilverRhino is also providing TSA with enterprise security systems operations and maintenance; oversight and operational support on a 24x7x365 basis; maintaining security integrity across the enterprise and closely coordinate with other security personnel; provide Intrusion Detection Reports; provide security incident and response mitigation actions in an effort to remediate potential security exploits.

Program Support: SilverRhino was hired by General Dynamics (GD) to help manage the security program at USCIS. This program consists of Threat and Vulnerability Management, Certification and Accreditation (C&A), Security Training, Information System Security Officer (ISSO) Support, Incident Response, and Security Program Management. This includes total program management responsibilities for our portion of this work and requires the generation and distribution of weekly reports, program metrics, as well as updates on issue resolution.
